In the last three years, the Kaduna State Commissioner for Local Government and Chieftaincy Affairs, Hon. Sadiq Mamman Lagos, has emerged as one of the key drivers of Governor Uba Sani’s grassroots development agenda, championing reforms aimed at strengthening local government administration, promoting transparency and revitalising traditional institutions across the state.
Since assuming office in 2023, the commissioner has consistently maintained that effective governance begins at the grassroots.
Under his leadership, the ministry has focused on improving service delivery in the 23 local government councils while ensuring that development reaches communities across the state’s 255 wards.
One of the landmark achievements recorded during the period is the successful implementation of reforms that enhanced accountability and transparency in local government finances.
Through regular monitoring and closer collaboration with council chairmen, the ministry strengthened financial discipline and improved public confidence in local government administration.
The ministry also played a central role in the implementation of Governor Uba Sani’s decision to allocate ₦100 million to each of the 255 political wards in the 2026 budget, a policy designed to deepen grassroots development by allowing communities to identify and execute projects that directly address their needs.
Recognising the critical role of traditional rulers in peacebuilding, the commissioner strengthened collaboration between government and traditional institutions. The ministry supported the establishment of platforms for dialogue, conflict resolution and community engagement, contributing to improved peace and security in several parts of Kaduna State.
The ministry also intensified efforts to modernise traditional institutions through capacity-building programmes and regular consultations with first-class, second-class and district heads, enabling them to play more effective roles in governance, dispute resolution and community mobilisation.
Under Lagos’ supervision, the Joint Account Allocation Committee (JAAC) meetings became more transparent and regular, providing a platform for equitable distribution of resources to local governments while ensuring compliance with financial regulations and prudent management of public funds.
The commissioner equally coordinated several stakeholder engagements involving local government officials, development partners, civil society organisations and community leaders to strengthen participatory governance and encourage citizens’ involvement in decision-making at the grassroots.
In the area of community development, the ministry supported initiatives aimed at improving rural infrastructure, healthcare delivery, education and sanitation through closer collaboration between local councils and relevant state agencies, helping to improve living conditions in many communities.
The commissioner also encouraged local government councils to prioritise internally generated revenue without imposing unnecessary hardship on residents, while promoting prudent management of available resources to ensure sustainable development.
Observers say the ministry’s commitment to dialogue has significantly reduced tensions between communities and traditional institutions, particularly in areas previously affected by communal disputes, thereby complementing the Kaduna Peace Model being implemented by the state government.
Beyond administrative reforms, Mamman Lagos has continued to advocate for stronger synergy among local governments, traditional rulers and security agencies, insisting that sustainable peace and development can only be achieved through collective responsibility and inclusive governance.
Political analysts believe that the commissioner’s performance over the last three years has reinforced the state’s commitment to decentralised governance, with many describing the reforms as laying a stronger foundation for responsive and people-oriented administration at the grassroots.
As the Uba Sani administration enters its fourth year, the Ministry of Local Government and Chieftaincy Affairs, under Hon. Sadiq Mamman Lagos, is expected to consolidate on the gains recorded so far by expanding grassroots development initiatives, strengthening local government autonomy, and promoting peaceful coexistence across Kaduna State.
